Subject: [PATCH] feat: define default proxy settings for GNOME desktop

The settings have to be defined in a dconf profile named `user`,
which stores its properties in a database named `local`, see
https://help.gnome.org/admin/system-admin-guide/stable/login-fingerprint.html.en
